In the article you referenced, they noted that some of the 7+ quakes were 'downgraded' to 6.8s, since they've used the 'yardstick' of a 7 or more as severe. It makes one wonder, especially with the 'cooking the books' over 'man made global warming' what other data is 'fudged'. ...
No conspiracy theory here.  There are real conspiracy theories but this isn't one of them.  There are many seismo machines around the world that pick up quakes and send the results to sites which post them.  When they are later reviewed by a seismologist, they may be downgraded or upgraded or deleted or even moved.  Some sites have codes which indicate whether the listing is from a machine or has been reviewed by a seismologist.  Some are as you say the result of explosions and that is factored in.
