‘Yes, in those Days and at that Time, when I restore Judah
and Jerusalem from Captivity, I will gather all the Nations
and bring them down to the Valley of Jehoshaphat. There I
will enter into Judgment against them concerning My People,
My Inheritance, Israel, whom they have scattered among the
Nations as they divided up My Land’. -Joel 3:1-2
Will the Fake State of Palestine be ‘born’ on September 23,
2025? This is when the U.N. General Assembly will meet. Will
that time be when the Nations vote on Palestine becoming a New
Nation? One will provide the U.N. Charter Sources for what the
Protocols are to become a New Nation. Will Israel then counter
the U.N. ratification of Palestine as a Sovereign State in
alignment to the 2-State Solution with the annexation of Judea
and Samaria? It is all an amazing Chess Game.
It is one’s understanding that it takes only 9 of the 15
Nations that make-up the Security Council to ratify a new U.N.
Country into the Family of Nations. But any 1 of the P5 or the
5 Permanent Members can veto such an Application for
admissions to be a Sovereign State in the Family of Nations.
The U.N. Security Council is comprised of 5 Permanent (P5).
The P5 Members are listed below in alpha-order.

Then there are 10 Non-Permanent Members of the U.N. Security
Council elected for 2-Year Terms. As of September 2025, the
Non-Permanent Members are as follows.

8 Sierra Leone
9 Slovenia
10 Somalia
TOTAL: 15 Nation Security Council
The Vote for the Birthright
Given the worldwide hostility against Israel, the
likelihood of the U.N. Permanent Mission of Palestine will go
from an ‘Observer Status’ to a Full U.N. Nation status. For a
New Nation to be admitted into the U.N., the Security Council
must recommend Admissions by a vote of at least 9 of its 15
Members. If the Security Council agrees and makes a
Recommendation by forwarding the Application to the General
Assembly, the Nations will then be considers for a General
Vote of the entire U.N. Body of Nations.
A Floor Vote will be taken and a 2/3rd Majority Vote is
required for final Admission to the U.N. for a New State to
now be recognized as a Sovereign Nation. However, as one
understands the Charter Protocols, it means that the USA can
block or veto the Application of Palestine from going to a
General Assembly Vote. But if for some reason, the USA allows
the Application of Palestine to move forward from the Security
Council, then most likely the General Assembly will vote for
Palestine to be a Full Member and Sovereign State, etc.
In one’s Political Science point of view, the fake State of
Palestine is a geo-political ruse. Why? The Muslim Arabs never
wanted a 2-State Solution. And neither does HAMAS since the
U.N. Partition Plan drafted the 2-State Solution back in 1947.
The HAMAS Charter demands the genocide and destruction of
Israel, completely. They are in favor of the 1-State Solution,
‘Palestine’ with no Israel, all or nothing. It is about the
Birthright. This contention is Biblical and foremost a
Religious War against Israel.
The War is over who will end-up with the control over the
Temple Mount, Jerusalem and the Promised Land. But consider
what Jesus said about the Last Days, but specifically during
the Last Week of Daniel or the Tribulation Period. It is that
the ‘West Bank’ will be known as Judea as it was in Jesus’
day. One then presumes that Samaria would be too. These
Highlands or the ‘Mountains of Israel’ are the Biblical
Heartland of Ancient Israel. This is the Birthright. It aligns
with what Jesus foretold the Disciples about Judea.
‘So when you see
standing in the Holy Place ‘the Abomination of
Desolation,’ described by the Prophet Daniel (let the
reader understand), then let those who are in Judea flee
to the mountains’. -Mathew 24:15-16
As the Temple stood and Jerusalem was the Capital of Israel in
Jesus’ day, the Jews will be also there at His 2nd coming, in
Judea and not ‘Palestine’. In that Jewish Generation of the
1st Century is where and when the Temple, Jerusalem and Israel
were all destroyed. But they have been reconstituted,
beginning in 1948 and then in 1967. What is left is the Temple
to be rebuilt. It is soon coming. Thus, the saying of Jesus
about Judea existing in the future despite its judgment
refutes Replacement Theology.
It is that in the End Times, there would be place and time
where Judea would be named and exist from where Jesus warned
the Jews to flee from. It also refutes the theory that the
‘Jews’ that are in Israel presently are not the ‘Jews’ of the
Bible and that will be alive during the 7-Year Tribulation
Period, etc. Perhaps many who call themselves ‘Jews’ are not,
but a whole lot of them are. The Muslims think so. Jesus
disclosed that Israel would exist, Jerusalem would be its
capital and the Temple would be standing.
A Convergence of Conspiracy
And that in that place and time, at the end of Time,
'Judea' would exist by that same name. Will it be divided? So,
note that the U.N. will hold its Fall Meeting of its 80th
Session of the General Assembly starting on September 9, 2025.
Or in other words, the meetings of various Committees and of
the Security Council in particular will occur 1st. Then the
high-level General Debate will take place starting on
September 23, 2025. And as Students of the End Times, one
knows the prophetic significance of this date.
- It will be the Jewish Civil New Year.
- it will be the 8th Year Anniversary of the Revelation 12
Sign.
- It will be the end of the Summer Harvests.
- It will coincide with the Solar Eclipse over the
Christchurch Region the day prior.
- And it will occur on the Fall Equinox of the 22nd.
Here are the U.N. Charter Protocols for becoming a New Nation.
A New Nation can apply for United Nations Membership by
submitting a Formal Application to the Secretary-General. It
must have a letter stating its acceptance to the UN Charter
Obligations. The Application is 1st considered by the Security
Council. It then must recommend it to the General Assembly for
approval and a Floor Vote. So, if the Recommendation from the
Security Council is to pass-on the Nomination of the State of
Palestine to the General Assembly, the vote will take place on
September 23, 2025.
And what a slap in the face for Israel and the Church to then
witness a ‘birth’ of the Fake State of Palestine. Remember
that Lucifer mimics and is a Copycat. It was Israel that was
‘birthed’ in a Day as Isaiah foretold back in 1947 by the U.N.
General Assembly Vote. And here is its arch-enemy, ‘Palestine’
being ‘birthed’ now. Back in 1948, War was declared against
Israel by 7 Muslim armies as Israel declared its independence.
Israel then had to fight for its survival and miraculously
gaining its independence in 1949. So too now will its Ancient
Enemy be allotted a Modern State at the expense of dividing
Israel’s Land, i.e., Joel 3:2. Here are the details to clarify
what are the Protocols for a New State. Within the Security
Council, that is made up of 15 Member Nations, only 9 Member
Nations can officially pass a Recommendation to have a new
Nation be brought-up before the General Assembly for a Floor
Vote of all the Member Nations.
Originally, the Security Council had 11 Members after World
War 2 with the 5 Permanent Member and then 6 Non-Permanent
Member Nations. For historical context, that configuration of
the Security Council was changed by an Amendment to the
Charter in 1965 to allow more of a plurality. This is what led
the Security Council to be expanded to 5 Permanent Members
with the 10 Non-Permanent Member Nations, etc. The Source in
the U.N. Charter can be read in Article 23(1). Here is what it
stipulates.
‘The Security Council shall consist of 15 Members of the
United Nations. The Republic of China, France, the Union of
Soviet Socialist Republics, the United Kingdom of Great
Britain and Northern Ireland, and the United States of
America shall be permanent members of the Security Council.
The General Assembly shall elect 10 other Members of the
United Nations to be Non-Permanent Members of the Security
Council’. -
Article 23(1)
The Veto Option – Will it be used?
With regard to the number of votes required for Admission of a
New Member Nation to the U.N.? The Admission of a New Member
State is a 2-Step process. The Security Council must 1st
recommend the Admission of a New Member State that is
brought-up for ‘Recommendation’.
This is what has to happen during the Preliminary Meetings
that will be held and will lead-up to the September 23, 2025
meeting. This is where and when the General Assembly will take
a vote to admit the New Member State. So, if the USA does not
veto Palestine’s bid to be a U.N. Member, then the
Recommendation will be passed-on to the General Assembly for a
vote on the floor.
And given the Geo-Political and worldwide backlash against
Israel, most likely the fake State of Palestine will go from a
U.N. Observer Member to a full-fledge Sovereign State. The
Source of these Protocols can be found in the U.N. Charter
which states the following below. Then note precisely where it
states that only 9 Members of the Security Council are needed
to forward the Recommendation to the General Assembly. It can
be confusing as to when the Veto Power and Option can and is
used. Emphasis added.
‘The admission of any such State to Membership in the
United Nations will be effected by a decision of the General
Assembly upon the recommendation of the Security Council’.
-Article 4(2)
‘Decisions of the Security Council on Procedural Matters
shall be made by an affirmative vote of 9 Members. Decisions
of the Security Council on all other matters shall be made
by an affirmative vote of 9 Members including the concurring
votes of the Permanent Members.’ -Article 27(2) & (3)
So, in summary, the Admission of a New Member State is not ‘Procedural’.
It is considered a ‘Substantive Matter’. This is where
it gets confusing. What does that mean? As one can best
understand it, it means that to be voted upon by the General
Assembly, a Recommended New State requires at least 9 votes
out of 15. This is understood as mentioned prior. This
includes all the 5 Permanent Members of the Security Council,
concurring.
But then, there is the Veto Power of the 5 Permanent Members.
It just depends what is a ‘Procedural’ Vote and what is a Vote
regarding a ‘Substantive Matter’. This is where you need a
U.N. Lawyer. Here is the confusion on one’s part. The United
Nations Security Council ‘Veto Power’ pertains to the power of
the 5 Permanent Members of the UN Security Council to veto any
decision other than a ‘Procedural’ Decision.
Is the Application of a New State a ‘Procedural’ Decision?
Then according to research, a Permanent Member's Abstention or
Absence does not count as a Veto. So, according to the
Articles quoted in the U.N. Charter, for a New State to be
recommended and passed-on for a General Assembly Floor Vote,
it requires 9 Votes in total from the Security Council. But
all 5 Permanent Members must agree, yet anyone of them can
veto the Admission. What if some back-door deals have been
made by then?
The Vote of the Century
However, any one of the 5 Permanent Members can veto the
Application of a New State Recommendation. So, to be clear,
any P5 Member of the U.N. Security Council can veto a
Recommendation for the admission of a New State. It is because
the Veto Power applies to all ‘Substantive Decisions’, which
includes Membership Admissions. This is where the confusion on
one’s part is not clear. As best as one can understand it, it
means that any of the 5 Permanent Members can vote against the
proposed New State.
By exercising a Veto from any of the P5, the Member
Application and Recommendation will not be moved forward to
the General Assembly for a vote. One can get confusing in all
this ‘Legalese’. But to reiterate, a minimum of 9 out of the
15 Members of the United Nations Security Council must vote in
favor of a New Nation's Application for it to be recommended
to the General Assembly. But any of the 5 Permanent Members
(5P) of the United Nations Security Council can veto an
Application for a New Nation.
This is regardless of the support it may have from the other
Members within the Security Council, coming from both the
Permanent ones and the Non-Permanent ones. So, despite a
majority of the Security Council supporting a Palestinian
State, for example, a single Veto by the USA can halt it. The
question will be, will President Trump direct his U.N.
Ambassador to veto the Bid of the State of Palestine?
Or, by that time, has he made prior deals with the Muslims,
with the Saudis and with Israel. Has there been already a
Compromise of a Conspiracy of some sort in order to forward
the Application of the Palestine State trough to the General
Assembly? For a vote? Has Trump or the USA already approved or
agreed to the 2-State Deception? Does Netanyahu and the Saudi
concur. If the Bible stipulates that during Daniel’s last Week
of Year, Israel will make a ‘Deal with the Devil’, nothing is
off the U.N. Table.
If so, consider that this will be a monumental point in Human
History. It will be Biblical if it turns out to be this way.
But some Students of the End Times ask, ‘What Palestine
State?’ Gaza? It is a ruinous heap of concrete. And the ‘West
Bank?’ It will be the demise of the Gog-Magog Armies in the
future that will fall on its Mountains, precisely called the
‘Mountains of Israel’, not the ‘West Bank’.

Application Process for UN Membership Steps to Apply
1. Submission of Application
The New Nation must submit an Application to the UN
Secretary-General. This Application should include a Formal
Letter stating that the nation accepts the Obligations under
the UN Charter.
2. Security Council Review
The Application is then considered by the UN Security
Council. For a Recommendation to pass, at least 9 out of the
15 Members must vote in favor, but this is contingent on none
of the 5 Permanent Members using their Veto.
3. General Assembly Approval
If the Security Council recommends the Application, it is
sent to the UN General Assembly. The General Assembly must
approve the Application by a 2-3rd Majority Vote.
Criteria for Membership
- The Nation must be a Peace-Loving State.
- It must accept the Obligations contained in the UN Charter.
- It should be able and willing to carry out these
Obligations.
Additional Information
- The UN does not recognize States or Governments; it only
admits Member States.
- Non-Member States can be granted Observer Status, allowing
them to participate in General Assembly meetings without
Voting Rights.
