Is it possible that it may be various Gentile nations that will be saying, "peace and safety", rather than Israel?

I Thessalonians 5:3 For when they shall say, Peace and safety; then sudden destruction cometh upon them, as travail upon a woman with child; and they shall not escape.

Will they perhaps say this, as their, "raison d'etre", for a two state solution?
