"who is this?"

Who is this?

Isaiah 48:16 Come ye near unto me, hear ye this; I have not spoken in secret from the beginning; from the time that it was, there am I: and now the Lord GOD, and his Spirit, hath sent me.

Is this Jesus speaking?
When he says "from the time that it was, there am I"
Is that not very similar to when he said:

John 8:58 Jesus said unto them, Verily, verily, I say unto you, Before Abraham was, I am.

Which would make both references showing the Son of God to be eternal.
i.e., both having him say that somehow, he is also, currently in the past, but yet in the present tense, then as well?
Where, "from the time that it was" and "Before Abraham was", show the past, but, "am I" and "I am", show present tense.

Also, when he says, "the Lord GOD, and his Spirit, hath sent me":
Is that the Son of God, saying that both the Father and the Holy Ghost sent him?
