Genesis 7:10 And it came to pass after seven days, that the waters of the flood were upon the earth. 11 In the six hundredth year of Noah's life, in the second month, the seventeenth day of the month, the same day were all the fountains of the great deep broken up, and the windows of heaven were opened.

The 7 days is inclusive.

Pulpit Commentary
Verse 10. - And it came to pass after seven days (literally, at the seventh of the days), that the waters of the flood were upon the earth.



Here's the illustration of the 7 days. The rain falls upon the earth on the 17th of the second month. 7 days after Noah entered the Ark. The 7 days are:

11th / first day,  12th /  second day,  13th / the third day,  14th / fourth day, 15th / fifth day, 16th / sixth day, 17th / seventh day

Noah entered the Ark on the 11th, stayed inside the Ark for 7 days, and the rain began on the 17th.
