Admiral Charles Richard is the Commander of U. S.

Strategic Command under the Dept. Of Defense (Lloyd Austin).

Strategic Command carries out the decision to strike in combat, nuclear or otherwise.

Admiral Richard has been assessing China's leap in nuclear weaponry.

They have 120- long range

 ICBMs that is a clear and present danger. They plan to have 300 new advanced missiles. 

The DF-41 newer missiles can reach 

the United States, each with 10 nuclear warheads.

That means that China could strike 3,000  Amerian cities

with those additional missiles alone.
