If the present Iranian regime were overthrown by its people, then the Iranian crown prince (little horn)could come in peaceably to rule Iran as its king (a horn) which could fulfill Daniel 11:21 which says, "And in his estate shall stand up a vile person, to whom they shall not give the honour of the kingdom: but he shall come in peaceably, and obtain the kingdom by flatteries." He was not given the honor of ruling the kingdom of Iran after his father died because he and his family were exiled when the Khomeini regime took over.
