HERE IS HOW I SEE IT: 

"and for the overspreading of abominations"  means  because of the rejection of the Blood of  Messiah, the blood sacrifices of animals was continued by the Hebrew people. This is seen by God as "abominations" 

"he shall make it desolate" means Messiah/God will destroy Jerusalem and make Israel desolate in 70 AD by using the Roman Army as His tool of indignation.

"even UNTIL the consummation, and that  determined ( God's judgment )  shall be poured upon the desolate ( Israel)" means  Israel will remain desolate UNTIL it is brought back into the land ( 1948 ) THEN Israel's consummation judgment which is determined ,  Ie. by God's Gog-Magog War judgment shall be poured upon  them because of their continued unbelief even after 1948. 

The phrase, " he shall make it desolate" is fulfilled prophecy until 1948. The rest of the prophecy of Daniel 9:27  will be fulfilled  by the great tribulation .
