"Who is he referring to?"


In the last line of Matthew chapter 16, Jesus said:

Matthew 16:28 Verily I say unto you, There be some standing here, which shall not taste of death, till they see the Son of man coming in his kingdom.

Who is he referring to?
Is he referring to Peter, James, and John, who were to see Jesus transfigured in the next chapter?
Is he referring to John, who on Patmos, would, by vision, actually see Revelation 19, the return of Jesus?
He is not saying that some would live 2,000 years on earth, all the way to the blessed hope?
Or is he referring to something else?
Please let me know who he is referring to.
