Mountains can represent kingdoms as well as literal hills, so there can be a double meaning.
Rev 17:10 says, "And there are seven kings: five are fallen, and one is (i.e., the Antichrist, who rules during the first half of the Tribulation), and the other (i.e., the False Prophet) is not yet come; and when he cometh, he must continue a short space (i.e., during the shortened Great Tribulation).
