My understanding has always been that the remnant that remain on earth during the millennial kingdom are human, not transformed.  Therefore there will be human flesh on earth even after the “final resurrection” at the end of tribulation.  Those not raised until the end of the millennial kingdom are already condemned, i.e. dead already. 

So, I would say this verse (15:55) is referring to the victory of the redeemed and the defeat of the plan of Hades.  Remembering, the plan of Satan is to eliminate those who would displace Satan and the fallen in Heaven with those who come out of humanity.  The flesh is a weapon of Satan against God’s plan, not a victory of Satan for the sake of the flesh.

Satan is defeated when the redeemed are taken by God to heaven because that is what he was trying to stop.
