1 Thessalonians 4:16
"For the Lord Himself shall descend from heaven with a shout, with the voice of the archangel, and with the trump of God: and the dead IN CHRIST shall rise first."  The dead who are 'NOT IN CHRIST' will NOT rise..

1 Thessalonians 4:17
"Then we which are alive and remain (IN CHRIST) shall be caught up together with them in the clouds, to meet the Lord in the air" The living who do NOT 'REMAIN IN CHRIST' will NOT be raptured.

The qualifier for the dead is that they 'believe in Christ' at the time of their death, and the qualifier for the living is that they 'remain believing in Christ' at the time of the rapture.

Scripture tells us that after the rapture God sends a strong delusion to ALL of the 'non-believing Gentiles who are left-behind' so that they ALL may believe the lie and be condemned. The "fullness of the Gentiles" comes in at the time of the rapture. According to Scripture there will be NO GENTILE 'tribulation saints' after the rapture.
