I am quite sure this was the plan all along. Imagine the 'convenience' when these modern day slaves need to be taken down into underground shelters when the great tribulation hits. More than convenient. They will all be housed in military barracks soon.

 

It never fails to astound me just how normalised these things have become.  Blatant people trafficking - being done under the guise of 'compassion'.
