I think the 10 toes of iron and clay from the 2 iron legs of the Roman Empire represent the unbendable, unflexible, rigid (iron) Islamic religion and the changeable, flexible, & moveable apostate christianity (clay).  Their doctrine is ever changing and shifting to suit the culture, and is not set in stone like the words in the Bible.
