Actually it's already here and in (limited) use in different places. Anyway, the 1WG won't have to force anything - once things get bad and people are scared, they'll welcome anything a "savior" demands as long as he promises to save them. I think the majority of people have very minimal inner strength and resources to cope with any real adversity. I'm just glad we won't be here.
