Revelation 6:8 tells us that the red, black, and pale horses of seals 2,3, and 4 which we now know to be the 'pre-rapture' tribulation, AFFECTS ONLY "A FOURTH OF THE EARTH".

Rev 6:8 "And power was given THEM over A FOURTH OF THE EARTH, to kill with sword, with hunger, and with death.."

 

The "FOURTH OF THE EARTH" described in Rev 6:8 which the 'pre-rapture' tribulation affects is NOT "THE WHOLE WORLD" which is described in  described in Rev 3:10 .

 

Therefore the 'pre-rapture' tribulation of  "a fourth of the earth" which is the middle-east including Israel, occurs BEFORE THE RAPTURE.  AFTER the rapture God's judgment, which is called "the hour of temptation" in Rev 3:10 , then comes "upon the whole world".
