2 fountains flanking the obelisk represents a liquid axis symbolizing the galactic mid plane of the Milky Way.  The axis going through the basilica is the ecliptic and the other 2 obelisks are the solstices and equinoxes!  The galactic and earth crosses coming together is the underlying meaning of the solar octogon star. 

This is why they do it on earth as it is in heaven= as above, so below:
It's a talisman.  According to the hieroglyphics in the tomb of Thutmose III, the benefits of copying the duat (the area in space they said is where the dead go- the sacred location by Sirius and Sagittarius) on earth.  Quoting:

The duat is near Sagittarius, you know the hunter: December 21, 2012.  The flag, the vatican square all show this date localle.
