Dr. Peter Vincent Pry related that on April 30, the South Korean officials stated in their newspaper that the North Korean test on April 29th was not a failure as seen by the media.

Rather,
" it was deliberately detonated at 72 kilometer altitude.
72 kilometers is the optimum burst height for a 10 kiloton
warhead making an EMP attack."
