In Hebrews 7, both the tribes of Levi & Judah are discussed, particularly in reference to Jesus:

Hebrews 7:5 And verily they that are of the sons of Levi, who receive the office of the priesthood, have a commandment to take tithes of the people according to the law, that is, of their brethren, though they come out of the loins of Abraham:
  9 And as I may so say, Levi also, who receiveth tithes, payed tithes in Abraham.
 10 For he was yet in the loins of his father, when Melchisedec met him.
 11 ¶ If therefore perfection were by the Levitical priesthood, (for under it the people received the law,) what further need was there that another priest should rise after the order of Melchisedec, and not be called after the order of Aaron?
 12 For the priesthood being changed, there is made of necessity a change also of the law.
 13 For he of whom these things are spoken pertaineth to another tribe, of which no man gave attendance at the altar.
 14 For it is evident that our Lord sprang out of Juda; of which tribe Moses spake nothing concerning priesthood.

Our Lord, according to flesh, was of the house of David, of the tribe of Judah.
The two lineages in Matthew & Luke represent two things:
Luke goes back through Mary's lineage through Nathan, another son of David and Bathsheba.
Matthew shows the legal claim to the throne, through Jesus' "step-father" Joseph, back through the royal lineage through Solomon to David.
Because of what was said to Jehoiachin (Coniah):

Jeremiah 22:24 As I live, saith the LORD, though Coniah the son of Jehoiakim king of Judah were the signet upon my right hand, yet would I pluck thee thence;
 28 Is this man Coniah a despised broken idol? is he a vessel wherein is no pleasure? wherefore are they cast out, he and his seed, and are cast into a land which they know not?
 30 Thus saith the LORD, Write ye this man childless, a man that shall not prosper in his days: for no man of his seed shall prosper, sitting upon the throne of David, and ruling any more in Judah.

Therefore a royal descendant could no longer sit upon the throne.
But  the promise was made to David:

II Samuel 7:12 And when thy days be fulfilled, and thou shalt sleep with thy fathers, I will set up thy seed after thee, which shall proceed out of thy bowels, and I will establish his kingdom.
 16 And thine house and thy kingdom shall be established for ever before thee: thy throne shall be established for ever.

How could both promises be kept?
Only by the virgin birth, where a real descendant of David through his son Nathan by Bathsheba, Mary, was Jesus' real mother.
But the royal seed was not allowed to continue to Christ, but stopped at Joseph, who was NOT Jesus' biological father.
However, as Jesus' step-father, Joseph passed to Jesus, the legal right to the throne, without having to be his offspring.
It was all miraculously done to keep all the scriptures!
