"THE 'JUBILEE YEAR' RUNS CONCURRENT WITH THE 'SACRED YEAR', NOT THE CIVIL YEAR........"

The Hebrews have two calendars: The 'civil year' calendar begins with the month of Tishri as month #1  in the Fall of the year, and the month of Nisan is month #7 in the Spring of the year. The 'sacred year' calendar begins with the month of Nisan as month #1 in the Spring of the year, and the month of Tishri is month #7 in the Fall of the year. 
 
The sacred 'Jubilee Year' runs concurrent with the 'sacred year' calendar, therefore it begins with the month of Nisan as month #1, and the month of Tishri is month #7. The word 'consecrate' means 'to declare'.
 
The 'Day of Atonement' always falls on the 10th of Tishri which is the 7th month of the 'sacred year'. Therefore, when Leviticus states; "Then you shall cause the trumpet of the Jubilee to sound on the tenth day of the seventh month on the Day of atonement..." you know that Leviticus is dealing with the Hebrew 'sacred year' in which Tishri is the seventh month.
 
THE JUBILEE YEAR DOES NOT BEGIN ON THE DAY OF ATONEMENT.  IT IS "CONSECRATED" OR DECLARED OR ANNOUNCED, ON THE DAY OF ATONEMENT OF THE 49TH YEAR TO BE THE UPCOMING '50TH SACRED YEAR' WHICH WILL BEGIN IN THE SPRING ON  NISAN 1 OF THE HEBREW SACRED CALENDAR.
 
The next 'Jubilee Year' will not begin September 23, 2015 which is the Day of Atonement of the 49th Sabbattical year. That will be the day that it is declared to be the next 'sacred year' beginning the following Nisan 1 which is New Years Day of the next 50th  'sacred year' in the Spring of 2016. 
 
The Jubilee Year is announced on the Day of Atonement of the 49th Sabbatical Year to be the upcoming 50th Sacred year beginning the following Nisan 1.

".............and the time of the seven sabbaths of years shall be to you forty-nine years. THEN YOU SHALL CAUSE THE TRUMPET OF JUBILEE TO SOUND ON THE TENTH DAY OF THE SEVENTH MONTH; on the Day of Atonement  you shall make the trumpet to sound throughout all your land. AND you shall consecrate the fifth year .......it shall be a Jubilee for you......THAT FIFTIETH YEAR shall be a Jubilee to you...". "In THIS YEAR of Jubilee, each of you shall return to his possession."
