As for the 3 kings (horns) plucked up by roots by another horn called the Little Horn or Antichrist, and these 3 kings fell and are subdued by him, they would have to be replaced by the Little Horn in order for there to be 10 kings who give their power and strength to the beast.  These 10 kings destroy the city Mystery Babylon during the Great Tribulation period so these 10 kings have to around for this to take place during that time period.
