There were three main things I saw in the dream or vision whatever it was. 

First I could see fencing maybe 20 ft high with barbed wire at the top between lanes of highways like areas were being sectioned off and travel limited

Second, I remember extreme weather events and understood in the dream or vision that this was at least partially from man-made sources. Bizarre cloud formations and way more tornadoes than usual. There's a government program called Haarp that was started to control the weather and environment. 

Third, for some odd reason I was in a stadium of some kind and remembered that it's much harder to go up to higher ground than it is to go to lower ground where you are more of a sitting duck. I felt safer in higher up places.
