"Who are the dignities?"


Who are the dignities?

II Peter 2:10 But chiefly them that walk after the flesh in the lust of uncleanness, and despise government. Presumptuous are they, selfwilled, they are not afraid to speak evil of dignities.
 11 Whereas angels, which are greater in power and might, bring not railing accusation against them before the Lord.

Who are those dignities, earthly or celestial?
I would think that they are possibly celestial, because of the way Jude speaks of the same thing:

Jude 8 Likewise also these filthy dreamers defile the flesh, despise dominion, and speak evil of dignities.
 9 Yet Michael the archangel, when contending with the devil he disputed about the body of Moses, durst not bring against him a railing accusation, but said, The Lord rebuke thee.

Jude gives the example of angels not bringing railing accusation against them, mentioning Michael and the devil.
However, could it also mean earthly dignities as well?
If so, would that mean that we shouldn't bring railing accusations against rulers here on earth?
