Take a look at the Roman provinces listed here:  https://en.wikipedia.org/wiki/Roman_province

I think the 5 toes of the Western Roman Empire (with Rome as the capital) and the 5 toes of the Eastern Roman Empire (with Constantinople/ Istanbul as the capital) probably won't be exactly the same as they were ages ago.  They could contain nations that simply fall in the regional sphere of each respectively.

That makes the specific nation/toes a bit difficult to pin down at this stage.  However just from what we see unfolding in Europe, the Middle East and North Africa it's not too hard to take some guesses.

While I can't say which exact nations comprise the 10 toes it at least steers you in the right direction.
