It did look like a fountain. The big white "thing" wasn't as tall as the building. It was like as tall as an avarage fountain in the middle of a city.
 
This reminds me of the street http://jerusalemshots.com/Jerusalem_en126-18478.html And that wall looks very similar as well. There was a wall behind the fountain.

I know it says it's a "The Night Spectacular show at the Tower of David" but it just seems so close to looking like fire.
