From the research I've done, there is no mention of being able to access an individual's bank account at will to withdraw money.  It provides the patient with the option of paying the insurance company and premiums by electronic debit if one so chooses, as opposed to mailing in a payment. Like how some people pay their utility bills by electronic debit.  I think we're safe! (for now?)
