EU to create new human rights envoy
06/13/12 The EU will beef up its foreign affairs team within weeks by hiring a Special Representative for Human Rights (EUSR), according to EU foreign affairs chief Catherine Ashton.
Ashton spoke on Tuesday (12 June) in the European Parliament in response to a recommendation by MEPs on the foreign affairs committee to create the post.
The envoy is to represent the EU in international discussions and be expected to engage with the UN, to chair high-level human rights dialogues and to lead consultations with third countries on human rights issues, the committee says.
The post was created by EU foreign ministers on June 25 as part of a wholescale "human rights review."
The EUSR would report to Ashton and work closely with her service on the model of existing EUSRs for conflict hotpsots, such as Afghanistan or Kosovo, or issues such as the Middle East peace process and Arab Spring fall out.
Ashton has said that the EUSR will have significant experience and expertise.
"I am looking for somebody with an established track record and international experience in human rights, as well a strong understanding of EU policy. The Member States have put forward some excellent candidates, and I look forward to a swift appointment.

The climate change conference produced an inconsequential agreement that will not take action on any of the urgent issues. The important outcome should be the development of a set of “sustainable development goals” to take over from Millennium Development Goals (MDGs) when they expire in 2015. These would be particularly valuable as, unlike the MDGs, they would apply to both industrialised and developing countries – but they will need to have tight targets and timetables and supply the vision and ambition so sadly missing in Rio this week.
Whether they do will largely come down to David Cameron, who is to co-chair a top-level panel – with the presidents of Liberia and Indonesia – to work out what is to replace the MDGs. So despite attracting anger in Rio for not turning up himself, it falls to the Prime Minister to prevent the summit – and the world’s hopes for avoiding environmental disaster – from being a figurative, as well as a literal, washout.

REPUBLIKA.CO.ID, LOS CABOS - President Susilo Bambang Yudhoyono (SBY) and United Nations Secretary General Ban Ki-moon met on the sidelines of the G-20 Summit to discuss cooperation in post-2015 Millennium Development Goals (MDGs). "In my meeting with Ban Ki-moon, we discussed setting up a high-level panel to formulate a framework of cooperation in post-2015 MDGs," the President said on Thursday, before leaving for Brazil to attend the Rio+20 Conference.
The high-level panel, which will be jointly led by SBY, British Prime Minister David Cameron and Liberian President Ellen Johnson Sirleaf, is expected to begin its work after the Rio+20 Conference on Sustainable Development.
"We (SBY and Ban Ki-moon) shared similar perspective on post-2015 MDGs," the Indonesian head of state said.
After meeting with Ban Ki-moon, SBY held a meeting with Prime Minister David Cameron to discuss the bilateral relations between Indonesia and Britain. They also talked about their common views on tasks for post-MDGs, which were mandated by the United Nations Secretary General.
Ban Ki-moon asked SBY, Cameron, and Sirleaf to co-chair the high-level panel on post-MDGs. Together they will begin a process to build a new international framework for development which will become operational after the current MDGs expire in 2015.
Foreign Affairs Minister Marty Natalegawa said SBY was expected to offer recommendations to the UN Secretary General on dealing with poverty, hunger and diseases in less privileged countries by April next year. SBY is currently attending the Rio+20 Conference, which focuses on two themes: green economy in the context of sustainable development and poverty eradication, and the institutional framework for sustainable development.
Seven areas have been identified as top priorities for the conference. They are decent jobs, energy, sustainable cities, food security and sustainable agriculture, water, oceans and disaster preparedness.
