Those were some very interesting thoughts, for sure.
All the people of the world to come to Jerusalem for tabernacles, if they want rain.

Zechariah 14:16 And it shall come to pass, that every one that is left of all the nations which came against Jerusalem shall even go up from year to year to worship the King, the LORD of hosts, and to keep the feast of tabernacles.
  17 And it shall be, that whoso will not come up of all the families of the earth unto Jerusalem to worship the King, the LORD of hosts, even upon them shall be no rain.
  18 And if the family of Egypt go not up, and come not, that have no rain; there shall be the plague, wherewith the LORD will smite the heathen that come not up to keep the feast of tabernacles.

I see what you are saying.
Either this means every man, woman, and child on the earth comes to Jerusalem,
or the nations that are left need to come up to Jerusalem, which goes along with the representative group from those nations, that you alluded to.
In a similar way, it mentions the family of Egypt.
So, those nations, and that family, can come to Jerusalem, without requiring every man, woman, and child coming with them.
Interesting thought that you had, since it doesn't clearly spell it out either way - all inclusive or representative.

btw - an opposite corollary happens at the end of the thousand years:

Revelation 20:7 And when the thousand years are expired, Satan shall be loosed out of his prison,
  8 And shall go out to deceive the nations which are in the four quarters of the earth, Gog and Magog, to gather them together to battle: the number of whom is as the sand of the sea.
  9 And they went up on the breadth of the earth, and compassed the camp of the saints about, and the beloved city: and fire came down from God out of heaven, and devoured them.

Except at the end, they gather, encompassing the camp of the saints and the beloved city.
Then, rather than water raining down, fire rains down.
Again - all inclusive or representative?
