he spake as a dragon

Revelation 13:11 And I beheld another beast coming up out of the earth; and he had two horns like a lamb, and he spake as a dragon.

(Like a lamb, but speaks like a dragon. So what does a dragon speak like?

The dragon, that gave power to the first beast, has spoken at various times, and may be a clear picture of what, "spake as a dragon", means.

First, that dragon is also known as the serpent in the garden, the devil, and Satan:)

Revelation 12:9 And the great dragon was cast out, that old serpent, called the Devil, and Satan, which deceiveth the whole world: he was cast out into the earth, and his angels were cast out with him.

Revelation 20:2 And he laid hold on the dragon, that old serpent, which is the Devil, and Satan, and bound him a thousand years,

Genesis 3:1 Now the serpent was more subtil than any beast of the field which the LORD God had made. And he said unto the woman, Yea, hath God said, Ye shall not eat of every tree of the garden?

4 And the serpent said unto the woman, Ye shall not surely die:

(he managed to provoke David to number the children of Israel:)

I Chronicles 21:1 And Satan stood up against Israel, and provoked David to number Israel.

(he spoke directly to the LORD, regarding Job:)

Job 1:7 And the LORD said unto Satan, Whence comest thou? Then Satan answered the LORD, and said, From going to and fro in the earth, and from walking up and down in it.

9 Then Satan answered the LORD, and said, Doth Job fear God for nought?

10 Hast not thou made an hedge about him, and about his house, and about all that he hath on every side? thou hast blessed the work of his hands, and his substance is increased in the land.

11 But put forth thine hand now, and touch all that he hath, and he will curse thee to thy face.

Job 2:2 And the LORD said unto Satan, From whence comest thou? And Satan answered the LORD, and said, From going to and fro in the earth, and from walking up and down in it.

4 And Satan answered the LORD, and said, Skin for skin, yea, all that a man hath will he give for his life.

5 But put forth thine hand now, and touch his bone and his flesh, and he will curse thee to thy face.

(he was also known as Lucifer, and this is what he had said in his heart:)

Isaiah 14:12 How art thou fallen from heaven, O Lucifer, son of the morning! how art thou cut down to the ground, which didst weaken the nations!

13 For thou hast said in thine heart, I will ascend into heaven, I will exalt my throne above the stars of God: I will sit also upon the mount of the congregation, in the sides of the north:

14 I will ascend above the heights of the clouds; I will be like the most High.

(he spoke directly in the wilderness, in order to tempt Jesus:)

Mark 1:13 And he was there in the wilderness forty days, tempted of Satan; and was with the wild beasts; and the angels ministered unto him.

Luke 4:3 And the devil said unto him, If thou be the Son of God, command this stone that it be made bread.

Matthew 4:5 Then the devil taketh him up into the holy city, and setteth him on a pinnacle of the temple,

6 And saith unto him, If thou be the Son of God, cast thyself down: for it is written, He shall give his angels charge concerning thee: and in their hands they shall bear thee up, lest at any time thou dash thy foot against a stone.

Luke 4:5 And the devil, taking him up into an high mountain, shewed unto him all the kingdoms of the world in a moment of time.

6 And the devil said unto him, All this power will I give thee, and the glory of them: for that is delivered unto me; and to whomsoever I will I give it.

7 If thou therefore wilt worship me, all shall be thine.

(he speaks lies:)

John 8:44 Ye are of your father the devil, and the lusts of your father ye will do. He was a murderer from the beginning, and abode not in the truth, because there is no truth in him. When he speaketh a lie, he speaketh of his own: for he is a liar, and the father of it.

(he got Ananias to lie to the Holy Ghost:

Acts 5:3a But Peter said, Ananias, why hath Satan filled thine heart to lie to the Holy Ghost,

(he transforms into an angel of light, which would apparently make it easier for some to believe whatever he is saying:)

II Corinthians 11:14 And no marvel; for Satan himself is transformed into an angel of light.

(Even at the end, he still deceives:)

Revelation 20:7 And when the thousand years are expired, Satan shall be loosed out of his prison,

8a And shall go out to deceive the nations which are in the four quarters of the earth,

(his real power is in his tongue, what he says.

So, apparently this is what the false prophet is like.

The false prophet will most likely appear as a lamb or an angel, but provokes, tempts, lies, and deceives, with a tongue like the devil:)

James 3:5 Even so the tongue is a little member, and boasteth great things. Behold, how great a matter a little fire kindleth!

6 And the tongue is a fire, a world of iniquity: so is the tongue among our members, that it defileth the whole body, and setteth on fire the course of nature; and it is set on fire of hell.

8 But the tongue can no man tame; it is an unruly evil, full of deadly poison.
