When we examine the timing of God's message to Zechariah on the 24th day of eleventh month, in the second year of Darius which is 521 BC, it doesn't make any sense that the 70 years indignation was over in that year. ( According to the message from the angel of the Lord, this 70 years indignation was over in that day).

Babylonian captivity began in 605 BC, and ended in 538 BC when Jews returned to Jerusalem. There was only 67 years indignation against Judah
 during this period. From 605 BC to 521 BC, there has been 84 years. This 84 years doesn't match the 70 years indignation the angel of the Lord has spoken. Even we take 586 BC destruction of first temple as the beginning of this 70 years, between 586 BC and
 521 BC, there was 65 years, not the 70 years indignation in this message. So the correct understanding of this 70 years indignation period should begin from 605 BC, ended in 538 BC when the exile is over. This leaves a remaining 3 years indignation to be fulfilled.
 This 3 years indignation shall be fulfilled in the second half of tribulation. When this 3 years indignation from God is over, Jesus shall return to Zion, and fulfills what God says in Zechariah 1: 14 to 17.
