Thanks Gino.  Hebrews 7:9 is unrelated to salvation and when a person is saved.

Levi "being in the loins of his father" was a statement solidifying the fact that Melchisedec was superior to all human agencies. 

I believe Melchisedec was Jesus Himself appearing to Abraham to comfort, encourage and strengthen him after his victory over the king of Sodom.  

Levi's father was not Abraham. Abraham was his great grandfather (after Jacob and Isaac).  "In the loins of his father" is an idiomatic statement.  It is NOT literal.  Neither Levi, nor his father Jacob were even born yet. It's like saying "it will be a cold day in hell" before such and such happens.  When in fact there will never be a cold day in hell.

Simply stated, Hebrews 7 has nothing to do with the time that people's names are written in the Book of Life. People who link it to the time of salvation are in error. See Genesis 14 for a comprehensive look at Melchisedec's encounter with Abraham.
