When is this said?

Revelation 11:15 And the seventh angel sounded; and there were great voices in heaven, saying, The kingdoms of this world are become the kingdoms of our Lord, and of his Christ; and he shall reign for ever and ever.

It says, "The kingdoms of this world are become the kingdoms of our Lord".

It does not say, "shall become".

Is this said even before the beast and the false prophet show up?

Is this said before any of the seven vials of wrath are poured out?
