Secrecy is essential for the security of the nuclear industry. It is necessary because of the dangers posed by radioactivity, and the risks of accident and theft of nuclear fuel.  Trucks, ships, and planes transporting nuclear fuels and nuclear wastes are targets for terrorists. Nuclear power plants are targets. Therefore, all must be guarded, monitored, and their operations, routes, etc, kept secret.  Workers involved in the nuclear industry must have their privacy limited. They must be under secret government surveillance both at work, and in their outside work activities. So must all those outside this industry. 
Emergency measures must be authorized- such as searching of homes, phone-tapping, and secret arrest and detention. 
The courts system must be weakened, because, due to the extreme danger posed by nuclear threats, there must be a stronger law enforcement authority. The principle of “innocent until proved guilty” has to be discarded in this situation.

The Nuclear Regulatory Commission has long recognized the need for nuclear plant owners in the U.S. to be on guard for extreme cold-related issues.

All of those are highly secretive societies, and are exactly like the extremes Governments will implement to safeguard against terror. 
Helicopter Over Baltimore To Monitor Radiation

Protecting Baltimore Maryland from a nuclear attack. Homeland Security officials will conduct tests this week that could save lives and they’ll be done from a helicopter flying extremely low over the city.
Officials will test for radiation so they can respond more quickly in case of a nuclear or dirty bomb attack.
Similar testing has already been done in Washington DC and on the west coast with helicopters flying as low as 150 feet from the ground.
“That is low. That’s like ten stories on a normal building so that’s not very high at all,” said Captain Jeff Long.
Long says the helicopters are much larger and louder than Sky Eye Chopper 13 but the ability to scan the city so quickly in an emergency is vital.

I've been hearing helicopters fly low to the ground where I live, several times now, including last night.
And even though de blasio took his seat in NYC, they are still in for a nuclear fallout.
Mike Shreve on Sid Roth's 'It's Supernatural' program, recounts what the Lord showed him-

MIKE: Very heartbreaking. In fact, earlier in the year 2012, I had a dream where I saw New York City lifted up above the ground and it became translucent. You could see right through it. And then it rushed across the United States of America and across the Pacific and hovered over Japan, and then it merged with that area in eastern, northeastern Japan where that terrible tragedy took place about a year prior to that, where there was an earthquake and tsunami, and a nuclear incident. And I saw New York City destroyed with the same level of destruction. And that makes me very concerned that there will be a nuclear incident in New York City.

Indian Point Nuclear Reactor Shutdown due to Generator Problem
Entergy says a controller device failed Monday night in one of four steam generators attached to Indian Point 3. 
The company says Indian Point 2, the other reactor at the Buchanan site, continued at full power.
Indian Point 2 is the first nuclear reactor in the country to operate with an expired license.
Meanwhile, the Utility Workers of America says Indian Point workers have authorized a strike when their contract expires Jan. 17th, 2014.
Opponents to the plant include the Governor of New York Andrew Cuomo, and have pushed for the closure of Indian Point, citing its location near major population centers.
Who else is warning about the Indian Point Nuclear Plant?
The former head of the Nuclear Regulatory Commission, Gregory Jaczko, who led the five-member commission during the triple meltdown of Japan's Fukushima Daiichi nuclear station and resigned last year after intense clashes with the industry and the other four commissioners, has said that emergency plans for Indian Point only teach officials how to make the best decisions in a bad situation and minimize the extent of contamination for those within 10 miles of the Hudson River site. The plans will do nothing to protect the 21 million people living within 50 miles, including New York City, northern New Jersey, eastern Pennsylvania, and western Connecticut.
And still another voice from experience is pointing to danger New Yorkers and those close by the Indian Point Facility face-
Naoto Kan, the Prime Minister of Japan during the first year of the ongoing Fukushima disaster.  
"Fukushima Daiichi has old reactors, just like Indian Point," said Kan.  And you have an even larger population around the Indian Point plant than we have around Fukushima. I wanted people living in the vicinity of Fukushima to get out of there as quickly as possible. That was my thinking. I ordered an evacuation from five kilometers around the plant, then 10 kilometers, then 20. 
And all the while I thought about how this would affect them. What is going to happen to all those people in the future? They lose everything because everything they depended on will be destroyed. 
As head of state, the responsibility of not being able to prevent this from happening was a really overwhelming burden. 
There was a fear, at one point, that if the spent fuel pool in Fukushima Unit 4 caught fire, or the three remaining Daiichi spent fuel pools, that would lead to the need to evacuate 160 to 200 kilometers- a mass movement affecting 40 percent of the nation's population and one third of our land mass.
"Japan, as a country, would cease to function. The only way to ensure that this kind of accident doesn't happen is to not have nuclear power plants."
TEPCO admitted for the first time on October 12, 2012 that it had failed to take stronger measures to prevent disasters for fear of inviting lawsuits or protests against its nuclear plants. And there are no clear plans for decommissioning Fukushima right now.

A little over a week ago the New York Times reported that the FBI was conducting interviews of Syrians inside the United States. This came in response to concerns that a U.S. military strike against the government of President Bashar al-Assad could prompt an attack here. The only way for the FBI or any law enforcement agency to do this important work is to know where to find the Syrian communities.
The Syrian insurgency has become a magnet for jihadi militants from around the world, including those living in the United States and New York City.  And don't forget the Boston bombers were on their way to Manhattan armed with pipe bombs and pressure cooker bombs. Had the man they abducted not escaped, they would have arrived in midtown in time to launch a devastating attack at the morning rush hour.  After the bombings at the Boston Marathon, we hosted a group of 20 law enforcement officials from Boston for a week, who came here to learn what they could do to better protect their city.

Twelve years after 9/11, it is our view that the terrorist threat to the United States is as dangerous as ever. Furthermore, our recent experience tells us that New York remains squarely in the crosshairs of global terrorism. “New York remains at the top of the terrorists’ target list,” Kelly said.
This is a time for vigilance, not complacency.
Learning about the demographics of the metropolitan area is part and parcel of the Police Department's work, and it is an important aspect of our counterterrorism program. At least six of the 9/11 hijackers chose to live in Paterson New Jersey because, according to the 9/11 Commission Report, "there was an Arabic-speaking community there."  Since 9/11 there have been plots to blow up the Herald Square subway station; to attack synagogues in the Bronx and Manhattan; to detonate the fuel lines that run under John F. Kennedy airport; to conduct suicide bombings on three rush hour subway lines; to explode a car bomb in the middle of Times Square; and to attack post office buildings and returning U.S. troops with pipe bombs, just to name a few. Again, these are some of the events plotted in the last 10 months.
It's impossible to imagine the costs if even one of these plots had succeeded. It's estimated that in addition to the terrible loss of life, the September 11th 2001 attacks did a trillion dollars worth of damage to the American and World economies.
