In the Zodiac one of the meanings for the Scorpio (scorpion) symbol is soldier, because a soldier devours, destroys, and kills.  In one of the scriptures that you quoted it mentioned locusts and scorpions.

In Joel 2: 25 And I will restore to you the years that the locust hath eaten, the cankerworm, and the caterpiller, and the palmerworm, my great army which I sent among you.

I personally think that the scorpions from the verse you quote is referring to human or demon soldiers come to destroy.
