Jenny,
Below is a response from the HR department at a VA hospital about difficulty in obtaining a job.  If I get any more information from her, I will let you know.

 If he had an interview, the best thing for him to do is to talk to the managers, if possible, and ask them about his interview and what he can do to improve his chances.  If he is at least 30% Service Connected, he has an even better chance of getting a position at a VA Hospital because the hospital can do a direct hire if so.  He may also want to talk to the Vocational Rehab person at the VA near him and ask about being put on a Voc Rehab program.  His regional office should also have a program.  Voc Rehab is a great program that puts Veterans in positions (usually at around minimum wage) and they train in those positions (free for the VA) and the manager can decide if they would like to keep them as permanent employees.  When we do things this way, we don't usually even announce the position but offer it to that person and then we start them.
