If Steve is a 20 year Veteran and especially if he is Service Connected (you will know what I mean by that if he is) he should have preference over most other applicants - he should have points that go toward his application.  I will try and look into this some more for you.  I will send you anything that I can find that may help him.  Continue to trust and praise the Lord every day for what only He can do; because, God has the ability to open doors that no man can shut and close doors that no man can open.
