Open your Bible to Zephaniah ......  I'd mention in passing that verse 16 says "fenced cities" (Strongs H1219).  These are not "walled" cities, suggesting the people within have erected walls for protection.  Rather, these are enclosures, suggesting they were erected by those outside to keep people contained or restricted.
