Only our Congress can make laws. Congress can veto any executive order.
   Our Constitution says that only Congress can decide where the money
goes and is spent. Trump cannot lawfully redirect this money. all such
action must go through Congress.
    Congress gets to vote on the establishing or elimination of
Federal agencies and how they are funded.
    A President can only lawfully fire civil servants who have been
appointed by a president. It is customary for all such appointees to
resign when a new president comes into office. Trump firing civil
servants who were not appointed is unlawful.
   All of this is Civics 101 we learned in grade school.
While I do agree with what Trump is trying to do, it sets a seriously
dangerous precedent to allow him to do it by violating our
Constitution.
