What does it mean when it says, "and that cannot cease from sin"?

II Peter 2:14 Having eyes full of adultery, and that cannot cease from sin; beguiling unstable souls: an heart they have exercised with covetous practices; cursed children:

It does not say, "and would not cease from sin", which would be a matter of the will.

Rather, it says, "cannot cease from sin".

Could that be similar to the following?

Hebrews 12:17 For ye know how that afterward, when he would have inherited the blessing, he was rejected: for he found no place of repentance, though he sought it carefully with tears.

Esau found no place of repentance, so does that mean that he could not repent?

Do we need to fear ending up to where we cannot repent anymore?
