A place ALREADY full of people on the government DOLE....welfare, food stamps, etc....
And THEN...
 
YOu give them FREE "Child Care"   (oops.....Pre-school....)
 
UGOTTABEKIDDINGME !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
