Is this still to be fulfilled?

Isaiah 15:1 The burden of Moab. Because in the night Ar of Moab is laid waste, and brought to silence; because in the night Kir of Moab is laid waste, and brought to silence;

Will Ar & Kir each be laid waste in the night?

Or is this only referring to the past?

Then what about 2 chapters later?

Isaiah 17:1 The burden of Damascus. Behold, Damascus is taken away from being a city, and it shall be a ruinous heap.

  2 The cities of Aroer are forsaken: they shall be for flocks, which shall lie down, and none shall make them afraid.

  3 The fortress also shall cease from Ephraim, and the kingdom from Damascus, and the remnant of Syria: they shall be as the glory of the children of Israel, saith the LORD of hosts.

The cities of Aroer were forsaken, like Ar and Kir were laid waste.

Also, the fortress ceased from Ephraim.

However, we have all heard, or read, that Damascus becoming a ruinous heap, must happen in the future, because it hasn't happened yet.

So all the rest were in the past, but Damascus must be yet future?

Is it possible, that there can be dual fulfillments?

That something did happen to Damascus, and yet there will yet be a total destruction?

And then possibly, Ar & Kir, whatever they are now, in the modern nation of Jordan, will suffer being laid waste?

Because, saying most were past, but one must be future, is a little harder to figure out.
