Down towards the lower part of Syria, is where Paul (Saul) was headed to arrest Christians, in Damascus.

But Jesus revealed himself to Paul, Paul believed on him, and went to Damascus, and preached Jesus there.

When unbelieving Jews sought to kill Paul, they let him safely out of the city.

Later, after Barnabas brought Paul to Antioch, they were there a year, and were sent to bring a relief offering to the brethren in Jerusalem.

After they returned to Antioch, the Holy Ghost had the church send out Paul and Barnabas with gospel.

Antioch was towards the upper part of Syria.

So, Syria, from the bottom, to the top, was tied to the ministry of the apostle Paul.

From lower part where he first believed on Jesus, until he was sent out from the upper part with the gospel of grace.
