What is this referring to?

Isaiah 24:1 Behold, the LORD maketh the earth empty, and maketh it waste, and turneth it upside down, and scattereth abroad the inhabitants thereof.

Is this to happen in the tribulation?

Can the upside down possibly also refer to the earth's magnetic pole reversal?

Or is it only referring to the effects of a large earthquake?
