Good catch Doves on the weird manorah.  I must have looked at a hundred of them online, NONE had the center servant candle lower and off-set than the rest.
 
 The manorah used by the White House in 2010 was one recovered from a synogogue flood and was standard.
 
This year, the Obama crew apparently bought and sent one out to a metal working shop to be modified, since nothing with a lower center mount is commercially available.
The reason the center candle is offset on the Obama manorah is because it could not be lowered in the manorah without doing that.
 
Anone with a acet. torch could re-work it.  But WHY?
  A spiritual statement is the only logical reason.  To minimize the Servant (Messiah) candle.  The serpent sure is subtle.
