Chris Jacobs is a US congressman. Because the future is known (see airline stock selloffs right before 9/11) Lucifer's own make investment decisions that are statistically different from the average person.
I didn't actually pursue this story beyond the original claim in the clip, but it completely aligns with what's happening in the world. Apparently his decisions revolved around agriculture stocks. Here's the link.
