"who is he?"

(As to who Gog is, first consider that Gog was spoken to, by Ezekiel, 2600 years ago,
then will assault Israel at the end of the tribulation, and is mentioned again at the end of the thousand year kingdom.)

Ezekiel 38:1 And the word of the LORD came unto me, saying,
2 Son of man, set thy face against Gog, the land of Magog, the chief prince of Meshech and Tubal, and prophesy against him,

Ezekiel 39:1 Therefore, thou son of man, prophesy against Gog, and say, Thus saith the Lord GOD; Behold, I am against thee, O Gog, the chief prince of Meshech and Tubal:

(Gog is called a chief prince, a celestial being, which is similar to:)

Daniel 10:13 But the prince of the kingdom of Persia withstood me one and twenty days: but, lo, Michael, one of the chief princes, came to help me; and I remained there with the kings of Persia.
20 Then said he, Knowest thou wherefore I come unto thee? and now will I return to fight with the prince of Persia: and when I am gone forth, lo, the prince of Grecia shall come.
21 But I will shew thee that which is noted in the scripture of truth: and there is none that holdeth with me in these things, but Michael your prince.

Daniel 12:1a And at that time shall Michael stand up, the great prince which standeth for the children of thy people:

(It would seem that Gog is a fallen celestial prince, that either directly leads, or even possesses a human leader/king.
Gog is the chief prince of Meshech and Tubal, mentioned with the land of Magog, not Persia, Greece, or Israel.
There is some kind of alliance with those who join along with his army, Persia, Ethiopia, Libya, and the house of Togarmah.)

Genesis 10:1 Now these are the generations of the sons of Noah, Shem, Ham, and Japheth: and unto them were sons born after the flood.
2 The sons of Japheth; Gomer, and Magog, and Madai, and Javan, and Tubal, and Meshech, and Tiras.
3 And the sons of Gomer; Ashkenaz, and Riphath, and Togarmah.
4 And the sons of Javan; Elishah, and Tarshish, Kittim, and Dodanim.
5 By these were the isles of the Gentiles divided in their lands; every one after his tongue, after their families, in their nations.

(Four of Japheth’s sons were Gomer, Magog, Meshech, and Tubal, and one of his grandsons was Togarmah.
Then line 5 says, “the isles of the Gentiles”, like Turkey and Europe.
It is interesting that the ark rested on the mountains of Ararat, which is by the far eastern border of Turkey,
the far western border of Armenia, and the far northwestern border of Iran.
An account of Josephus, c. 70 AD, was that Magog is the Scythian people north of the Black Sea.
Then, in the mid-1800’s, and then especially after the communist revolution in 1917, theologians identified Magog as Russia.
This also was accompanied with teachings that connect the leader of “godless communism” to Gog.
Going so far as to say that in Hebrew, the word chief, in chief prince, is pronounced rosh, so, Gog must be “prince of Russia”.
Then they go on to claim that Meshech and Tubal stand for Moscow and Tobolsk of Siberia.
At one point they singled out the Soviet leader, modifying his name, calling him Gogachev, instead of Gorbachev.)

(However, apparently there are royal Assyrian court records, written about 100 years before Ezekiel.
Supposedly they describe interactions between Assyria and Magog, Meshech, Tubal, and Togarmah.
And that they indicate that these nations stretched across Asia Minor, i.e. Turkey, from west to east.
Also, that they indicate that Gomer was a common enemy of those nations and Assyria.
That Gomer invaded these nations from the northeast, presumably from what is now modern day Georgia in the Caucasus.
That Magog, Meshech, Tubal, and Togarmah were allied together against Gomer.
About 800 years after the royal Assyrian court records placed Magog in Asia Minor, Josephus placed Magog north of the Black Sea.
Apparently, Magog, Meshech, Tubal, and Togarmah had migrated north, across the Black Sea, by then.
There had been considerable migrations, in and out, during the Assyrian, Babylonian, Persian, Greek, and Roman empires.
At Ezekiel’s time, not Josephus and Pliny, Magog is shown to be Lydia, in Asia Minor, and not the Scythians north of the Black Sea.
Apparently, the Scythians had dealings with the Lydians, who they referred to as Magog.
It would make sense that ancient Magog may have been the same area as the 7 churches of chapters 2 & 3.
Which also is where Satan’s seat is, in Peramos, and where likely the antichrist will have his kingdom.
Then, as mentioned before, Gog is apparently a fallen celestial prince, who possesses a human leader.)
