On August 7, Wednesday, 2019, there will be a nationwide testing of the Emergency Alert System (EAS).  (August 7 is the 6th of Av - soon to be followed by the 9th of Av, Tish'a B'Av.  Using the chabad.org calendar.)

The FCC and FEMA will conduct this test at 2:20 p.m. EDT. 

There is an alternate date set for August 21, 2019

"If there is widespread severe weather or another emergency occurs on the afternoon of August 7, FEMA will postpone the test until the same time on Wednesday, August 21.";

"FEMA plans to conduct a nationwide test of the Emergency Alert System next Wednesday afternoon to ensure that the system is able to transmit emergency information across multiple forms of media within minutes of a catastrophe of national importance."

This exercise will not involve sending alerts to mobile devices.  It will last one minute.  It is a test to check the ability to alert the nation in the absence of the internet.  The alert will go out over radio/TV - cable stations and satellite service providers in each state.

The EAS allows the president to pass on critical information/warnings to the country in the event of a nuke attack or a catastrophe.

There will be a similar message/text/scrolling text/etc. on TV screens to:  "THIS IS A TEST.....of the EAS."

"In the event of a national emergency, a national warning message would be issued at the direction of the President or his/her designee and activated by FEMA."
