God created both good and evil. We know this because of the "tree of the knowledge of good and evil." God sat this tree in the garden along with the tree of Life.
The two in the garden could choose to eat of it or not. (life or death)
We know that they chose death. Yet that choice was predestinated, in order for the Lamb that was slain before the foundation of the world to fulfill the scriptures. Which were written before the world was, and were written IN the scriptures that "he" should come."
God also predestined Lucifer to tempt the woman through the serpent. The woman was not present in the garden when God gave the commandment to not eat of the tree of the knowledge of good and evil. God had separated them when he took the man and put him in the garden to dress and keep it. It was later that the Lord brought the woman /rib to him in the garden.
Lucifer was the Cherub that covered the thrown of God, until iniquity was "found" in him.
Found, not as something lost that was found, nor as something that one comes upon by chance and is found, but rather something that was founded in him.
All this was foreknown of God, and Lucifer was predestinated to do all that he has done and all that he is doing, and all that he will do yet future. His fate has been set by God, for God's purpose for mankind. (Before the world was)For God knew from the beginning who would betray him and who would not.
Judas Iscariot; for example.John 17:12 Our Lord Jesus said to the Father: While I was with them "in the world," I kept them in thy name: those that thou gavest me I have kept, and none of them is lost, but "the son of perdition;" that "the scripture" might be fulfilled.
Judas Iscariot was predestinated for that day and that hour to betray the Lord Jesus. Before the world was.
I find "the son of perdition" is only mentioned 2 times in the scriptures of truth.Satan entered into Judas Iscariot. Satan will give over his power to the Beast, the son of perdition, in the last days. For the Beast is a man and his # is 666.
Consider Balaam Numbers 22:12 through 24:13
Drawing attention to 22:18) And Balaam answered and said unto the servants of Ba'-lak, If Ba'-lak would give me his house full of silver and gold, I' cannot go beyond the word of the Lord "my" God, to do less or more.
Balaam did what he did in evil and wickedness in his life, predestinated by God.
It was the "sons of Balaam" Jannes and Jambres that withstood Moses in the Exodus. And it was God who hardened Pharaoh's heart. That Pharaoh was predestinated by God for that day and that hour to do the will of God. So also was Jannes and Jambres, as was their father Balaam.
Abram was predestinated by God to be the father of a peculiar people.
Peculiar: different from the usual or normal.

11) In whom "also" we have obtained an inheritance, "being predestinated" according to the purpose of him who worketh all things after the counsel of his "own will:"
Romans 8:29,30) For whom he did "foreknow", he also did" predestinate" to be "conformed" to the image of his Son, that he might be the first born of many brethren. Moreover whom he did "predestinate", them he also "called": and whom he called, them he also justified: and whom he justified, them he also glorified.
Christ was predestinated of the Father: In "the" Volume of "the" Book it is written of me that I should come to do thy will O God.
Psalms 40:7,8) and Hebrews 10:7)and Acts 17:31)
When was' the word written?
Before the foundations of the world.
If one loves our Lord Jesus, and has received the holy Ghost, that one is and was predestinated to do so, before the world was.
So also were they who hate him.
Psalms 8:2) Out of the mouth of babes and sucklings hast thou "ordained" strength because of thine enemies, that thou mightiest 'still" the enemy and the avenger.
Isaiah 30:33) For Tophet is "ordained of old"; yea, for the king it is prepared'; he hath made "it" deep and large: the pile thereof is "fire" and much wood; the breathe of the Lord, like a stream of brimstone, doth kindle it'.Jeremiah 1:5) Before I' formed thee in the belly I' knew thee; and before thou camest forth out of the womb I' sanctified thee, and I' "ordained" thee a prophet unto the nations.
Habakkuk 1:12) Art thou not from everlasting, O Lord my God, mine Holy One? we shall not die. O Lord, thou hast "ordained" them for "judgment;" O mighty God, thou hast established' them for "correction."
John 15:16) Ye have not chosen me, but I' have chosen you, that ye should go and bring forth fruit, and that "your" fruit "should remain:" that whatsoever ye shall ask of the Father "in my name," he will give it you.
What are we "ordained" to?
Acts 13:48) And when the "Gentiles" heard this they were glad, and glorified the word of the Lord: and as many as were "ordained" TO ETERNAL LIFE believed.
Romans 13:1) Let every soul be subject to the higher powers. FOR THERE IS NO POWER BUT OF GOD: THE POWERS THAT BE ARE ORDAINED OF GOD.
( this includes evil as well as good)
Jude1:4) For there are "certain men" crept in unawares, "who were BEFORE of old "ordained" to "this" condemnation, "ungodly men", turning the "grace" of God into lasciviousness, and "denying" the only Lord God, and our Lord Jesus Christ.
1 Corinthians 2:7) But "we" speak the wisdom of God in a mystery, even the "hidden" wisdom, which God "ordained" BEFORE THE WORLD unto our glory:
8) WHICH NONE OF THE PRINCES' OF THIS WORLD KNEW: FOR HAD THEY KNOWN IT, THEY WOULD NOT HAVE CRUCIFIED THE LORD OF GLORY.
12) NOW we have received, not the "spirit of the world," but the spirit which "is of God;" that we may know "the things" that are freely given to us of God.
Finally: Galatians 3:19-20)
Wherefore then serveth the law? It was "added" because of "transgressions," TILL the seed (Christ) should come to whom the promise was made; and "it" was "ordained" BY ANGELS in the hand of a mediator.
Now a mediator is not a mediator of one, but God is ONE.
1 Peter 1:10-12) Of which "salvation" the prophets have enquired and searched diligently, who prophesied of "the grace" that should come unto you: Searching what, or what manner of "time" the Spirit of Christ which was "in them" did signify, when it testified beforehand the sufferings of Christ, and the glory that should follow.
Unto whom it was revealed, that not unto themselves, but unto us they did minister the things, which are "now" reported unto you by them that have preached the gospel unto you "with the Holy Ghost" sent down from heaven; WHICH "THINGS" THE ANGELS DESIRE TO LOOK INTO.
