Why are 7 things given to the 1st beast, but none are "given" to the 2nd beast who "gives" something?

The first beast is given:

    power of the dragon

    seat of the dragon

    great authority of the dragon

    mouth speaking great things & blasphemies

    power to continue 42 months

    to make war with the saints

    power over all kindreds, tongues & nations

The second beast is not said to be given anything, but it says that he gives life to the image of the beast.

So, why are 7 things given to the 1st beast, but none are "given" to the 2nd beast?
