There is a Bible scholar named Fred Zaspel who has done the research on this topic.  Interestingly, I posted his work on my site just two days ago.  Here's a link to the item posted on his site:   The Nations of Ezekiel 38 - 39 .
 
His conclusion is that Ezekiel was speaking of people groups that settled in Turkey.  "Rosh" means "head".  The name "Russia" comes from a late 11th century Viking word.  "Meshech" is not an ancient root for Moscow ("Moskva" in Russian) but is sourced in "Mushki" of central and western Asia Minor (again, Turkey) and would have been known by Ezekiel.
 
"Tabal" was in eastern Asia Minor in Ezekiel's day and most probably is the "Tubal" referred to by Ezekiel.  Tobolsk did not exist at the time.
 
In short, the modern linguistic connections between the peoples/nations in Ezekiel and cities in modern Russian are contrived and unwarranted.
